It is our great pleasure to welcome you to APCC 2015, the 21st Asia- Pacific Conference on Communications, which will be held October 14-15, 2015, in Kyoto, the ancient capital of Japan a city of rich Japanese traditions combined with modern culture.

APCC 2015 is sponsored by the IEICE (Institute of Electronics, Information and Communication Engineers) Communications Society and technically sponsored by IEEE ComSoc, KICS (Korea Information and Communications Society), and CIC (China Institute of Communications). Since 1993, APCC has been the forum for researchers and engineers in the Asia-Pacific region to present and discuss advanced information, communication technologies, and services, while opening the door to the world at the same time.

The theme of APCC 2015 is "Innovating Communications Networks toward a Sustainable and Smart Society." Communications networks are now indispensable in our daily lives and are being used in various ways everywhere to make our lives convenient and comfortable, and communication traffic is increasing at a very fast pace. In addition, we need to pay attention to the sustainability of our society and communications networks. Thus, continuing the innovation of communications networks with advanced technologies is strongly required.

All papers for APCC 2015 will be included in IEICE I-Scover as well as IEEE Xplore and indexed by EI and Scopus. Furthermore, an opportunity will be provided for submitting papers to a special issue of IEICE Transactions on Communications. Prospective authors are invited to submit original technical papers for presentation at the conference and publication in the conference proceedings.

We believe that APCC 2015 will provide you with a valuable opportunity to share ideas on an international basis with other participating researchers and engineers from around the world.

Welcome Message from TPC Co-Chairs

On behalf of the Technical Program Committee (TPC), it is our great honor and pleasure to welcome you to this exciting event, The 21st Asia-Pacific Conference on Communications (APCC2015) in Kyoto, Japan. APCC2015 is sponsored by IEICE Communications Society, and technically co-sponsored by IEEE Communications Society, Korea Information and Communications Society (KICS), and China Institute of Communications (CIC).

This year, we received 232 paper submissions from 24 countries and regions. All papers were carefully peer-reviewed by the 72 TPC members and a large number of reviewers, with each paper reviewed by at least 3 reviewers. 115 papers from 16 countries and regions were selected and edited for presentation and publication.This accounts for a paper acceptance ratio of 49.57 %. Accepted papers were then grouped into 33 oral sessions. Furthermore, we received 30 paper submissions from 9 countries and regions for the Latest Results Workshop. Among these 13 papers from 5 countries and regions were selected for Oral Presentation and 8 papers from 3 countries and regions were selected for Poster Presentation. Accepted papers for the Latest Result Workshop were then grouped into 4 Oral Sessions and 1 Poster Session. Also, we have planned the Keynote Addresses on Wednesday morning, Oct. 14. This year, 2 keynotes will be delivered by distinguished scientific experts from the Asia-Pacific. These include Dr. Seizo Onoe (NTT DOCOMO, Japan) and Dr. Kyungwhoon Cheun (Samsung, Korea).

2015 APCC Best Paper Award Committee has been formed by representatives from IEICE-CS, Dr. Yasunori Suzuki, KICS, Prof. Sanghyun Ahn, CIC, Prof. Qian Mao, a representative from the IEEE Asia Pacific Board, Prof. Borhanuddin Mohd ALI, a representative from APCC Steering Committee (ASC), Prof. Masahiro Umehira, Dr. Takashi Shimizu as ASC Secretary and Prof. Dong Ku Kim from the APCC2015 TPC. Based on the paper scores, the review comments, and the recommendation from the APCC Session Chairs, three papers will be selected to receive the APCC 2015 Best Paper Awards.

You will find the technical program of APCC2015 very stimulating, informative and inspiring. We would like to extend our sincere thanks and appreciation to the exceptional work rendered by all TPC members and reviewers who made high quality reviews under a tight schedule. Especially, I would like deeply thank Mr. Kohei Mizuno, Secretary of the TPC. Without his hard work and devotion, the success of APCC2015 would not be possible. Thank you very much.
